The meeting first conveyed the spirit of General Secretary Xi Jinping's important speeches. Since the outbreak of COVID-19, General Secretary Xi Jinping has attached great importance to the epidemic. He has personally directed and deployed the countermeasures, made a number of important instructions, and convened meetings on the study and deployment of epidemic prevention and control and put forward specific requirements. Guo Wenqing pointed out that the group corporation should conscientiously study and implement the spirit of General Secretary Xi Jinping's important instructions, and resolutely align its thoughts and actions with General Secretary Xi Jinping's important instructions as well as the major decisions and arrangements of the CPC Central Committee and the State Council. The meeting briefed on the deployment and development of the epidemic prevention and control work of China Minmetals. It was noted in the meeting that, in response to General Secretary Xi Jinping's important instructions on January 21, a management team composed of the leaders of China Minmetals and department heads, stuck with their jobs and commanded in the front line during the Spring Festival, fulfilling their duties and taking their responsibilities. On January 23 (December 29 of the Chinese Lunar Calendar), General Manager Guo Wenqing gave instructions on the epidemic prevention and control of companies at all levels in Wuhan, pointing out that this battle against COVID-19 is significant and tough. The enterprises should put the health and safety of employees in the first place, earnestly shoulder the political and social responsibilities as a central enterprise, and play their due positive role in maintaining social stability. The subsidiaries in Wuhan had acted quickly before the Spring Festival and established a strong epidemic prevention and control leading group. On January 26 (January 2 of the Chinese Lunar Calendar), General Manager Guo Wenqing presided over a conference call for subsidiaries in Wuhan on the prevention and control of COVID-19. He put forward four requirements, stressing that managers at all levels should focus on the overall situation and assume responsibilities in this battle against COVID-19. They should do their best to rise to the common challenge, take proactive measures, and fulfill special duties during the special period. On January 28 and 29, the Party Group of China Minmetals held a special work meeting. Comrades Tang Fuping and Guo Wenqing visited the staff of the general duty rooms of China Minmetals and MCC. At the meeting, MCC International Incorporation Ltd., China First Metallurgical Group Co., Ltd., WISDRI, Minmetals International, Minmetals Resources Ltd., Minmetals Development Co., Ltd., and Minmetals Cheerglory Ltd. briefed on the impact of COVID-19 on their overseas business and countermeasures by video call. The meeting also put forward six specific requirements for the prevention and control of COVID-19 in overseas enterprises and for the production and operation of all group enterprises in the next stage:
The first is to improve political stance and resolutely implement the requirements of General Secretary Xi Jinping and the decisions and arrangements of the CPC Central Committee and the State Council. General Secretary Xi Jinping stressed that the outcome of the epidemic prevention and control directly affects people's lives and health, the overall economic and social stability and the country's opening-up. Whether the epidemic prevention of overseas enterprises is efficient is not only an issue at the enterprise level, but also involves the major strategy of the country's opening to the outside world. Overseas enterprises and projects should align their thoughts and understanding with the decisions and arrangements of the CPC Central Committee, resolutely do a good job in epidemic prevention and control, and keep consistent with the group at all times.
The second is to implement full responsibility and resolutely fight against the epidemic. COVID-19 is a common challenge for all countries. Overseas enterprises should not slack off because they are far away from China. Instead, they should always be alert and do a good job in epidemic prevention and control. Isolation and blocking of transmission sources should be taken as the key to the epidemic prevention and control at the current stage. The enterprises should strictly control the admission of external personnel, strictly supervise the communication with domestic personnel in the near future, and minimize the number of internal personnel going out. Relevant Party organizations should play their roles and do ideological work among employees. They should build up a team to bravely assume its duties during the critical period, enhance positive publicity, guide public opinions and stabilize management staff and employees, making the steps forward more steady and firm.
The third is to adhere to the principle of "one enterprise, one policy" and guide enterprises to carry out production and operation by category. Enterprises should strengthen the impact assessment of the epidemic, seize the key operation problems and speed up research to solve them. Design and construction enterprises should strengthen communication with project owners, do a good job in contract management, and make all efforts to ensure the timely implementation of major projects, maintaining the market share by keeping the projects. MCC should specifically study the difficulty in implementing overseas projects, rationally allocate the resources of metallurgical construction echelons, and ensure efficient implementation and smooth progress of major projects. Trade enterprises should strengthen market research and judgment, strictly prevent risks, maintain communication with upstream and downstream customers via various channels, and timely adapt the pace and strategy of purchase and sales according to the changing situation. Mining enterprises should arrange production in a practical manner. The enterprises not affected by the epidemic should produce at full capacity to make more contributions to the group's success in the first quarter. Managers at all levels should stay sober in the face of major issues of principle. They should lead by example and bravely take their responsibilities.
The fourth is to give full play to the group's overall scheduling ability to ensure the due progress and performance of overseas projects. Many overseas projects are facing difficulties and challenges. It is necessary to enhance localized operation, but this alone cannot solve all the problems. Therefore, it is also necessary to give full play to Chinese management, thus solving the current problems in production and operation in a combined way. Research should be intensified after the project construction meeting. Foreign resources should be utilized to complement domestic ones, and other resources in China should be utilized to complement the ones in Wuhan. It is necessary to fully realize the pain and long-term impact of the epidemic, and to make correct expectations and respond effectively.
The fifth is to carry out scientific prevention and control and resume work in an orderly manner. General Secretary Xi Jinping made the latest important instructions on February 3. He ordered the hard-hit regions to focus their efforts on epidemic prevention and control, and other regions to balance epidemic prevention and control with the work surrounding reform, development and stability. As a central enterprise, we should improve our political stance, closely follow the instructions of General Secretary Xi Jinping, and implement our work without any negligence. On the premise of epidemic prevention and control, we should well arrange production and operation. Projects under construction should continue, and enterprises with work suspended should resume work in an orderly manner. We will finally win against the epidemic. The sixth is to strengthen confidence, stay focused and march forward resolutely. We must have full confidence. Under the strong leadership of General Secretary Xi Jinping and with the institutional advantages of socialism with Chinese characteristics, our enterprises and our country are incomparable and invincible. In particular, the leadership must stay focused and keep a fine style of work. They should comply with the unified command, coordination and scheduling of the CPC Central Committee, implementing strict enforcement of orders and prohibitions. While ensuring smooth continuation of work, they should ponder on the enterprise's problems at the strategic level, step up research on the gaps of parallel comparison in the same industry and relevant solutions, focus on the enterprise's development at the same time of epidemic prevention and control, discuss the recovery of losses in a coordinated manner, and strengthen confidence in winning against the disease.
