On February 21, Chen Jianguang, Deputy General Manager and a member of the Leading Party Group of the China Minmetals, Chairman of MCC and China MCC, and Secretary of the CPC Committee of MCC, investigated and directed work at MCC Tiangong Group. He convened a leadership symposium, listened to the work reports, and put forward specific work requirements for MCC Tiangong Group's reform and development in the next stage. In the afternoon, Chen Jianguang organized a symposium for young officials. He listened to the work and growth experience of young employees, discussed the future reform and development of the enterprise with these employees, and put forward ardent anticipation for them.
At the leadership symposium, Chen said that MCC Tiangong Group has clear development goals, development directions and development ideas, and has formed its own style in project management, Party building, talent training and other work. The leadership team of MCC Tiangong Group actively carries out reform and innovation, and takes the responsibility to do a good job. Employee satisfaction and their sense of belonging to the company are constantly improving, and a good company image has been formed. In the next step, the enterprise should focus on solving the boundary issues involved in the process of "becoming a stronger, better and larger company". It should effectively coordinate the relationship between scale and efficiency, scale and risk, scale and safety. Chen Jianguang put forward three requirements for the future development of the enterprise.
First, we should maintain our willpower. (1) Strategic willpower: We should steadily promote the implementation of our strategies in accordance with the overall deployment requirements of MCC's 14th Five-Year Plan, make a detailed implementation plan for each year, check and review the implementation of the strategies in that year, and make corresponding corrections in time. Meanwhile, we should adjust our strategic measures in a realistic and flexible manner according to the changes in national policies and the macro environment. (2) Development willpower: We should adhere to the general development keynote of steady progress, maintain a reasonable development speed, and appropriately expand the business scale according to the development stage and pace of the enterprise, so as to achieve steady development when progressing. (3) Management willpower: We should carry out enterprise management according to the established correct ideas, methods and pace, further strengthen management concepts, expand management ideas, implement management measures, innovate management modes and shorten management chains.
Second, we should improve our capability. (1) Market development capability: We should increase the bidding of public tender projects, improve our bidding capacity, standardize the management of technical bids, credit bids and commercial bids, strengthen the maintenance of our qualifications, performance and credit, and increase the proportion of public tender projects. (2) Cost control capability: We should focus on cost management, make the contract practical and detailed, effectively improve the awareness of project cost control and enhance the profitability of projects. (3) Post-investment management capability: According to the principle of "separating investment and construction", we should strengthen the development of the investment management platform and operation management platform as soon as possible, and truly realize the full life cycle closed-loop management of financial investment projects such as PPP projects. (4) Social resource integration capability: As an old saying goes, with a horse, we can move thousands of miles, and with a boat, we can pass through rivers. Those who succeed are good at using external resources. Therefore, we should, on the premise of being in compliance with laws, be good at integrating social resources by setting up technical research institutes, carrying out centralized procurement and adopting labor subcontracting. (5) Risk mitigation capability: We should scientifically predict risks, objectively face risks, and actively resolve risks, especially for risks in key areas such as PPP business and real estate business. We should grasp the major contradictions and prevent various risks from being transmitted, superimposed, evolved and upgraded. We should make overall plans for safety production and epidemic prevention and control, and prevent risks from swallowing up the development achievements of the enterprise.
Third, we should strengthen the vitality of the company. (1) Intensifying efforts to reform and innovate: We should be problem-oriented, properly and effectively respond to our shortcomings and deficiencies in our development through reform and innovation in management and system, and effectively enhance the driving force for enterprise development. (2) Strengthening the vitality of the leadership team: We should do a good job in the selection, training and appointment of young officials in all aspects and optimize the age structure. We should maintain a rational proportion for the "old, middle-aged and young officials", and constantly stimulate the entrepreneurial enthusiasm, initiative and creativity of the leadership team. (3) Making great efforts to make our employees happier: We should establish and improve the selection and appointment mechanism and salary distribution mechanism, create a fair and just environment for employees to achieve growth and success, and allow them to share the fruits of enterprise development.
In the afternoon, Chen Jianguang organized a symposium for young officials of MCC Tiangong Group, and had in-depth exchanges with young employees. He encouraged them to develop long-term visions, safeguard the interests of the whole company, and foster a sense of team in the MCC collective which integrates the five attributes of "big enterprise, big stage, big school, big society and big family". They should be passionate in their jobs, fulfill their duties, and wholeheartedly make contributions to the high-tech and high-quality development of MCC. Chen Jianguang put forward three ardent anticipations for the development of young officials.
First, we should strive to implement the tasks assigned by our superiors. (1) We should resolutely implement the spirit of General Secretary Xi Jinping's important speeches and instructions, follow the major decisions and related requirements of the CPC Central Committee, the State Council and the State-owned Assets Supervision and Administration Commission, and effectively align our thinking and action with the decisions and requirements of our superiors. (2) We should implement the spirit of the annual work conference of China Minmetals, and earnestly implement the "Five Action Plans" and the "Five Types of China Minmetals" in MCC. (3) We should implement the requirements of the 2022 working conference of MCC, and further specify its objectives and responsibilities around "three enhancements, two optimizations, and one improvement", "five special actions", and the six key tasks of "maintaining stable growth, controlling risks, advancing reform, refining management, seeking innovation, and strengthening Party building".
Second, we should strive to do our job well. We should base ourselves on the actual situation of our posts, complete our work with high quality, including system development, business process planning, leadership team building, etc., and continuously improve the work efficiency and performance of our departments or units. We should implement the system of "one position with two responsibilities" in our Party building work, do a good job in Party building and Party conduct and integrity promotion while completing the target tasks and departmental business. We should consolidate the strong joint force of reform and development with a clean and upright political ecosystem.
Third, we should comprehensively improve our quality. (1) Improving our moral character: A good leader can unite the team with his or her high moral character. We should have ideals and beliefs, raise our political stance, improve Party spirit and political accomplishment, and enhance political judgment, political understanding and political execution. We should have high social morality, personal morality and professional ethics, and do things with caution and awe. (2) Improving our intelligence: We should thoroughly study and understand the five thinking methods of "strategic thinking, dialectical thinking, systematic thinking, innovative thinking and bottom-line thinking" put forward by General Secretary Xi Jinping, and constantly improve our ability to solve problems and pay close attention to implementation. (3) Building up our bodies: We should develop a good habit of exercising, reasonably arrange work and rest, and alternate our work with rest.
Chen Jianguang emphasized that young officials should reflect on themselves every day and should avoid doing five things. First, avoid being a law onto ourselves. We should grasp the relationship between team and individual, give full play to our teamwork capability, and avoid acting arbitrarily. Second, avoid being impetuous. We should be concentrated, analyze and understand problems comprehensively, and solve them effectively. Third, avoid being selfish. We should resolutely abandon selfish ideas and personal considerations, resist temptation, withstand testing and loneliness, and firmly adhere to the political nature of the Communists. Fourth, avoid being slack. We should be active in making progress, work hard step by step, do all our work well in an orderly manner, and complete all tasks carefully. Fifth, avoid being greedy. We should firmly hold the bottom line of integrity and self-discipline, and consciously be a model of obeying discipline and rules.
During the period, Chen Jianguang visited the exhibition hall and command center of MCC Tiangong Group, and got a deep understanding of the development of the company and the operation of the intelligent project management and control platform.
