Chen Jianguang goes to MCC2 for investigation and guidance

On October 14, Chen Jianguang, a member of the Party Leadership Group and Deputy General Manager of China Minmetals, Secretary of the Party Committee and Chairman of China MCC, investigated and offered guidance at MCC2, and showed appreciation to cadres and employees. 

 

During the investigation, Chen Jianguang carefully listened to the special work report made by MCC2, gaining a detailed understanding of the enterprise's progress in operation management, formulation of the 15th Five-Year Plan, special governance and systematic rectification. He also had a cordial exchange with front-line cadres and employees, encouraging them to continue maintaining a good mental state and the fine work style of "doing practical matters and delivering solid results", and to make further efforts to contribute to the high-quality development of the enterprise. 

 

Chen Jianguang emphasized that first, it is necessary to follow the principles of "adhering to the Party's leadership over state-owned enterprises is a major political principle that must be consistently upheld; establishing a modern enterprise system is the direction of state-owned enterprise reform that must be consistently implemented" and strengthen confidence in development. It is necessary to profoundly understand General Secretary Xi Jinping's important discourses on the reform, development and Party building of state-owned enterprises, always follow the principles of "adhering to the Party's leadership over state-owned enterprises is a major political principle that must be consistently upheld; establishing a modern enterprise system is the direction of state-owned enterprise reform that must be consistently implemented", give full play to the important role of the Party Committee in "grasping the correct direction, overseeing the overall situation and ensuring implementation", and form a sound pattern where "each level sets an example for the level below and leads the level below in action". Second, it is necessary to focus on the strategic goals and clarify the development path. It is necessary to formulate the "15th Five-Year Development Plan" with high quality, focus on the main responsibilities and core businesses, highlight own characteristics, and strive to enhance the enterprise's core competitiveness. With the determination to "persistently implement to achieve goals after formulating a scientific long-term strategic plan", achieve precise strategic guidance for resource allocation and build a consensus on development among all employees. Third, it is necessary to strengthen the leadership team and gather strength for development. It is necessary to give play to the "leading wild goose effect" of leading cadres, adhere to democratic centralism, and achieve scientific, democratic and law-based decision-making; systematically optimize the talent structure, strengthen the professional echelon, improve the whole chain of "selection, cultivation, management and employment" for reserve talents, and build the "primary resource" for the enterprise's reform and development; strengthen the management and supervision of cadres in a strict and practical manner, build a solid anti-corruption defense line, and forge an honest and responsible team. Fourth, it is necessary to strengthen basic management and cement the foundation for development. It is necessary to strengthen the collaboration between business and technology, improve budget and settlement management, and build a strong team of legal talents; integrate the optimization of technical solutions with cost reduction and efficiency improvement, perfect project management, and strengthen risk prevention and control; accelerate the transformation of qualification advantages into production capacity advantages and talent reserves into a source of benefits, to provide solid support for the enterprise's development. Fifth, it is necessary to strengthen the sense of responsibility and resolve development challenges. It is necessary to seek truth from facts, fully clarify the background of problems left over by history, formulate an orderly disposal plan, and gradually reduce the stock of such issues; strengthen the source prevention and control of risks, strictly prohibit seeking private gain through power, and prevent new arrears after clearing existing ones; carry out special governance, and conduct self-examination and self-correction in a serious manner. Sixth, it is necessary to promote the in-depth integration of Party building with production and operation, and strengthen the guarantee for development. It is necessary to implement the requirements of full and rigorous Party self-governance, promote the in-depth integration of Party building with production and operation, advance the transformation of Party building from "tangible coverage" to "effective coverage", give full play to the vanguard and exemplary role of Party members and the role of Party organizations as a fighting fortress, and empower the high-quality development of enterprise with high-quality Party building.
